10. CLEAR-BEFORE-WIRE — OPERATOR PAYOUT (universal operator)

Payout Release Gate. Operator shall not initiate wire, ACH, stablecoin transfer,
or third-party payout API call for a user withdraw, creator release, or settlement
until Operator has obtained a Velaru payout authorization attestation (PERMIT) or
documented HOLD with stranger-verifiable restraint receipt. Operator shall publish
verify URLs on user-facing status for any HOLD exceeding twenty-four (24) hours.
Velaru provides attestation infrastructure only; Operator remains responsible for
licensing, AML, and payment partner compliance.

11. PAYMENT PROCESSOR EMBED (MoonPay / Ramp / banking partner rider)

Attestation Before Disbursement. Processor shall expose a pre-disbursement hook
accepting Velaru payout_auth PERMIT or signed HOLD receipt before Processor's
disbursement API executes. Processor may pass through attestation fees per
commercial schedule. Deployer platforms integrating Processor inherit clear-before-wire
without per-merchant custom compliance UI. Stranger verify endpoint:

12. ESCROW / MARKETPLACE RELEASE (prediction · gaming · creator)

Conditional Release. Escrow agent or platform shall treat Velaru stranger-verifiable
PERMIT as a release condition equivalent to manual compliance sign-off. In dispute,
party unable to produce verify URL for contested release bears burden of demonstrating
ordinary-course authorization. Absence of PERMIT at time of wire is prima facie evidence
of premature release for internal investigation purposes (not legal conclusion).

13. VIOF-1 — LISTING REFUSAL (prediction / event contracts)

Violence Futures Refusal. Platform shall not list, quote, or settle markets on
bodily harm, assassination, or war-crime outcome contracts. Platform shall maintain
institutional refusal receipts (VIOF-1 market_class FORBIDDEN) for any attempted
listing blocked by governance automation, with stranger verify at https://velaru.xyz/verify.
Platform represents refusal receipts may be produced to banking partners and regulators
on request.

14. AGENT / MCP FUSE REQUIRED (dev & production agents)

Governed Agent Acts. For production agents touching payout, bind, list, or wire
surfaces, Deployer shall maintain a Velaru fuse in LIVE or ARMED state before
irreversible tool execution. Deployer shall configure MCP or API clients to fail
closed on DEAD fuse (HTTP 428 / Receipt-Required). Prepaid hop credits or enterprise

15. REV-SHARE / BPS (operator commercial — attach to order form)

Platform Fee. Operator agrees to platform fee of [__] basis points on gross payout
volume released only after Velaru PERMIT, or fixed per-hop fee per Exhibit A,
whichever is stated in order form. Fee applies to attested releases; HOLD events
 billed per hop schedule. Minimum monthly platform fee [__] if volume threshold not met.
